Blaisdell Covid-19 Mitigation Policy

Mask Policy - Physical respiratory protection such as a cloth face covering should be worn whenever people are within six feet (two meters) of each other. Please wear face coverings at all times in interior spaces, which covers your nose and your mouth. For the protection of one’s self and others, wearing face coverings in outdoor spaces is required while attending an event.

Please be advised that it is the responsibility of the ticket purchaser to communicate these rules to whomever they may be providing tickets to.


Prior to Your Visit

If you or someone in your group doesn’t feel well, has exhibited symptoms of COVID-19 in the previous 14 days, or has been in contact with someone with COVID-19 in the previous 14 days, please stay home.

What to Expect When you Visit


Ushers and security guards are available throughout the performance to monitor everyone’s safety, and to assist in any way they can. If you feel uncomfortable at any time, please speak to one of our friendly staff who will assist you.


These rules have been created for the safety of all patrons. Patrons will not be allowed to enter the venue without a mask or if they are exhibiting symptoms of COVID. Patrons who refuse to keep their masks on will be asked to leave the venue without a refund.


To ensure timely entry, please arrive early for your performance and check in to make sure all contact tracing policies are followed. Once you have entered, we ask that you move swiftly to your seat to avoid crowding.


COVID-19 Safety and Cleanliness Standards


The Blaisdell Center has recently installed MERV 13 filters in all of the indoor venues to help provide a healthier indoor air quality for guests.  These air filters are commonly used by hospitals and is capable of removing tiny air particles from 0.3 to 1 micron.


All sanitation personnel have been trained by a GBAC certified manager.

Event Rules and Regulations


All Food at the Blaisdell Center and Tom Moffatt Waikiki Shell is served (catering) or is grab and go (concessions.)   All food and beverage is to be consumed in designated eating areas.   In outdoor spaces, this could be your ticketed seating location.  Food and beverage cannot be consumed while in transit, or while standing in walkways or in aisles. (CURRENTLY, food can only be consumed in designated areas, such as Blaisdell Café.)


  • No coolers, and outside food & drinks allowed.
  • No large packages, bags, knapsacks or backpacks allowed unless they arrive empty for the purchase of goods on site.  Exceptions are for Diaper bags, small ladies handbags and bags that contain blankets for use on the Tom Moffatt Waikiki Shell lawn.  (One per person & subject to search).
  • Empty, clear, non-glass containers for water are allowed for filling on site.  All steel, glass, or opaque plastic containers are not permitted inside the venues.
  • No chairs are allowed on the Tom Moffatt Waikiki Shell lawn. Back rests are the only allowed "chair".
  • Blaisdell Center and its staff are not responsible for any items left with security at event bag checks. These bag checks are not check-in points for items not allowed into the venue. It is the responsibility of the patron to secure their item before entering the event facility.
  • Any outside alcoholic beverage will be confiscated. Any patron under the age of 21 found drinking alcohol will be subject to ejection and/or arrest.


The Blaisdell Center and Tom Moffatt Waikiki Shell (Center) follows all State, City and Federal guidelines in regards to gatherings at our venues.  Please visit for the City’s COVID-19 information about current restrictions and events.

City Orders include:

No venue may permit a patron to enter covered premise without showing proof of full vaccination AND identification bearing the same identifying information as the proof of full vaccination.

Choose one (1) of these Proofs of Full Vaccination:

  • A hard copy of a state-approved or government-issued vaccination card
  • A photograph/digital copy of a state-approved or government-issued vaccination card
  • A Hawaii state-approved digital/smart device application confirming full vaccination status
  • Date of final dose of vaccination must be 14 days before the event to be accepted.


**Individuals under the age of 12 will be permitted without a proof of vaccination



To attend any event at the Center:

  • Please bring your government ID, event tickets and One (1) of the Proofs of Full Vaccination from the choice list above.


Step 1:      Be prepared by having your mask on, and your ID and proof of vaccination out in hand so that you may show them to designated personnel for verification.

Step 2:      You will then be asked to provide your contact tracing information or verification at the gate to the designated staff of the event.  This information will be retained for 28 days and then destroyed.

Step 3:      Proceed to the gate usher with your tickets for entry into the event.

While on property and inside the facility:

  • Masks must be worn in any covered area (including the concourse and lanai).
  • Please stand 6 feet distance from other groups while in all lines (i.e. ticket line, entry line, concessions’ line, etc.).
  • Food and beverage purchase and consumption will be in designated areas only and will follow all restaurant guidelines.
  • Large bags, outside foods and beverages will not be permitted.
  • Any outside alcoholic beverage will be confiscated. Any patron under the age of 21 found drinking alcohol will be subject to ejection and/or arrest.
  • Any other specific guidelines for a particular event (such as no cameras allowed, clear bags only) must be followed. See the event information for each show for details.
  • For some events, there will be timed entry. Please come during your designated time slot to enter so that entry lines flow smoothly.
  • Please come early to give yourself extra time to go through these additional requirements for entry.

Your cooperation with these protocols helps to lower and possibly prevent the spread of the COVID-19 virus in a big gathering during this pandemic at the Blaisdell Center or Tom Moffatt Waikiki Shell.

  • To provide clean and sanitized seating areas treated with electrostatic sprayers before every performance
  • To meet the government standards of air circulation and fresh air returns. Air conditioning systems are upgraded with MERV -13 filters (hospital grade)
  • To provide hand sanitizing stations throughout the public areas
  • To create line management so that crowding is lessened
  • To create separate paths of entry and exit
  • To enhance the cleanliness of public areas and rest rooms using CDC approved cleaning and sanitizing products.
  • To provide staff who have been trained in COVID mitigation protocols
  • To work with the presenter of events to be sure they follow the best practices for safety at live events
